The education of lifelong learning should be served in the state of universal. It can be realized in the form of "WBT (web-based training)". And in order that the "universality" is realized, the education organ should be a national university. Thus the gnational web-university of lifelong learning educationhis the solution. And its construction, as a national undertaking, is in tight conformity with the present Government's program for the Restructuring.
